GENERAL INFORMATION
- PARKING - WHILE THERE IS NO PARKING CHARGE AT THE POTOMAC STORM GYM ** PLEASE DO NOT PARK AGAINST THE SIDE OF THE BUILDING OR WHERE SIGNS STATE IT IS RESERVED. DO NOT BLOCK ENTRY DOORS AND/OR ROLL UP DOORS OF OTHER BUSINESSES IN THE BUILDING.
- SPECTATOR ENTRY FEE - $5 PER PERSON
NO OUTSIDE BALLS OR CARTS ALLOWED – Warm-up balls and carts will be provided on each court.
START TIME - Door will open at 7:30 am for COACHES/PLAYERS ONLY. All other may enter at 8 am. Pool play starts at 8:30 am.
NO OUTSIDE FOOD/DRINKS ALLOWED - STRICTLY ENFORCED - CONCESSIONS WILL BE AVAILABLE - FILTERED WATER DISPENSERS INSIDE
BLEACHER SEATING FOR 140 PERSONS - Collapsible travel chairs and bleacher seats & pads ARE ALLOWED - RED COURT HAS BLEACHER SEATING FOR 100 PERSONS. BLUE COURT HAS BLEACHER SEATING FOR 40 PERSONS.
NO BALL HANDLING - No ball handling outside of the courts.
GOOD SPORTSMANSHIP - NO foul language, arguing, or fighting. No disrespecting staff, referees, or work teams. You will be ejected immediately.
SUPERVISE CHILDREN PLEASE - No unsupervised children in the facility at any time.
SPECTATORS ARE RESPONIBLE FOR THEIR ITEMS - Potomac Storm VBC LLC and FW Properties LLC are NOT responsible for any unattended items.
PROTESTS
If a protest is to be filed, it must be done AT THE TIME OF THE INCIDENT, NO LATER. The first referee is obliged to acknowledge and record all protests. All protests will be ruled on prior to the next service. Judgment calls may not be protested. The decision of the Tournament Director is FINAL.
TIE BREAKING PROCEDURE
Tie Breaking Procedures
At the conclusion of a pool, the pool finish position of the teams is determined by their pool match records.
If there is a tie in match record among 2 or more teams in the pool, tie(s) are resolved using the Tie Break Rules, even in 3 team pools where all 3 sets are required to be played.
Ties in Matches are broken by the following steps:
Always broken head-to-head. No exceptions.
1) Head-to-Head results are used to determine pool finishes for teams that are tied in Match Record.
a) A team that beats all the other teams with which it is tied in Match Record will finish ahead of the other teams in the pool.
b) A team that has lost to all of the other teams with which it is tied in Match Record is placed behind the other teams in pool finish.
c) If there are only two teams tied in matches after steps 1(a) and 1(b) have been applied, the head-to-head winner of those 2 teams earns the higher pool finish.
d) If after applying steps 1(a), 1(b) & 1(c), teams remain tied, then the ranking of those remaining teams follows the procedure in step 2.
2) Set percentage is the 2nd level of breaking ties and is used to rank a pool in which teams remain tied after applying the rules in step 1.
a) Teams with a higher set percentage finish ahead of teams with a lower set percentage.
b) If only two teams are tied in both match percentage and set percentage, the teams that won head-to-head receives the higher finish in the pool.
c) If three teams (or more) are tied in match percentage and set percentage after applying steps2(a) & 2(b), the tie breaking procedure is as followed in step 2(d).
d) Pool finish for teams tied in Match percentage and Set percentage is determined by point percentage. If two teams are still tied in point percentage, the head-to-head winner finishes higher.
Any situation that is not addressed above will be determined by a coin toss.
WARM UP SCHEDULE
4 minutes for each team at net (Full Court Warm Up)
SPECTATOR WARNING - As spectators, you may choose to be in close proximity to the volleyball courts. You do so at your own risk. Be mindful that volleyballs may come from multiple directions. No spectators may sit along the serving wall. Spectators shall obey the instructions of 1st Referee and staff at all times.
OFFICIAL SCHEDULE
The results will be updated throughout the day at the Tournament desk. If there is any issue, inform the Tournament Desk immediately so that the issue can be resolved in a timely manner.
OFFICIATING WORK TEAMS
Please ensure the R1 knows your team is ready to officiate by presenting your work team to the R1.
Down referees must be experienced down referees or a coach
Coaches must be present at all times even if players are officiating.
PLEASE NO FOOD, CELL PHONES OR ANY MEDIA DEVICE OF ANY KIND AT THE SCORE TABLE. A Coach MUST be present at the score table.
EACH COMPETING TEAM WILL PROVIDE WORK TEAMS:
REF 2 (DOWN-REF), LINE JUDGES (2), AND
SCORE KEEPER / ASST SCOREKEEPER / LIBERO TRACKER (3)

Please keep the areas clean and free from spills. If there is a spill, please notify the front desk immediately.
Please keep in mind that the only guaranteed start time are the first matches.
Each match is played back-to-back therefore the times on the schedule may not reflect the time of the actual match. Please don’t rely on a match starting at a specific time if you want to watch your team.
